This opinion covers the maintenance activities and supervision of all in-service elevators nationwide. The core contents include: first, clarifying the overall development objectives. By the end of 2025, all provinces (autonomous regions and municipalities directly under the Central Government) will have fully built provincial-level elevator maintenance informatization supervision platforms, and the coverage rate of in-service elevator informatization supervision will reach more than 80%; by the end of 2026, the country will achieve full coverage of informatization supervision of elevator maintenance, build a unified national data standard and interconnection system for elevator maintenance informatization supervision, the quality of elevator maintenance will be significantly improved, and the incidence of elevator trapped people and failures will decrease by more than 30% year-on-year; second, building a unified national informatization supervision system for elevator maintenance, formulating a unified national data standard, interface specification and information collection requirements for elevator maintenance informatization, promoting the interconnection between provincial supervision platforms and the national special equipment intelligent supervision platform, and realizing national sharing and full traceability of elevator maintenance data; third, fully implementing electronic records of elevator maintenance, mandating that elevator maintenance units record the whole process of maintenance work in an electronic way, including maintenance time, maintenance personnel, maintenance items, on-site photos/videos, and acceptance after maintenance, to realize "paperless, traceable and anti-fraud" maintenance work, and strictly prohibit illegal and irregular acts such as false maintenance, missing item maintenance and overdue maintenance; fourth, establishing an intelligent evaluation system for elevator maintenance quality, relying on the informatization supervision platform, establishing an intelligent evaluation model for elevator maintenance units and maintenance personnel from the dimensions of maintenance timeliness, integrity of maintenance items, failure rate after maintenance, incidence of trapped people, user complaint rate, etc., implementing hierarchical and classified supervision, giving supervision convenience to units with high evaluation grades, and implementing key supervision and special law enforcement inspection for units with low evaluation grades; fifth, strengthening the intelligent early warning of elevator failures and safety risks, relying on the informatization supervision platform, establishing a big data analysis model of elevator operation data, maintenance data, failure data and inspection data, realizing intelligent identification, early warning and closed-loop disposal of elevator safety risks, and promoting the transformation of elevator maintenance from "fixed cycle maintenance" to "predictive maintenance and on-demand maintenance"; sixth, standardizing the data security management of elevator maintenance informatization, clarifying the specifications for the collection, storage, use and sharing of elevator maintenance data, strictly implementing the requirements of data security and personal information protection, strictly prohibiting the leakage, tampering and abuse of elevator maintenance data and user personal information, and ensuring data security; seventh, improving supporting safeguard measures, strengthening the technical support and financial guarantee for elevator maintenance informatization supervision, promoting elevator maintenance units and user units to equip necessary informatization equipment and systems, strengthening the informatization skill training of maintenance personnel, and establishing and improving the assessment and evaluation mechanism for informatization supervision work. The implementation of this opinion has comprehensively promoted the digital and intelligent transformation of China's elevator maintenance industry, standardized elevator maintenance behavior from the supervision level, improved maintenance quality and elevator safety level, and also promoted the standardized development of China's elevator intelligent maintenance technology, systems and solutions, providing a Chinese solution for global elevator intelligent supervision.
