On January 5, 2024, the Ministry of Trade and Industry of Egypt issued Ministerial Decree No. 502/2023 to enforce the Egyptian standard ES 6113-6 Safety Rules for the Construction and Installation of Elevators — Lifts for the transport of persons and goods — Part 6: Passenger and passenger-freight elevators, which officially took effect on January 5, 2024, giving manufacturers and importers a 6-month transition period to comply with the standard requirements. The core contents include: First, clarify the scope of application of the standard, covering all new passenger or freight elevators fixed installed in Egypt, driven by traction, positive or hydraulic, with cars designed to carry persons or persons and goods, suspended by ropes, chains or jacks, and moving between guide rails with a vertical inclination of no more than 15°. Second, formulate mandatory safety requirements for elevator design and manufacture, fully adopt the technical content of EU EN 81-20:2020 standard, and clarify the mandatory design standards and test verification requirements for elevator hoistways, machine rooms, cars, suspension devices, door systems, drive systems, braking systems and safety protection devices. Third, supplement special requirements for special scenarios, and formulate supplementary safety design and protection requirements for special scenarios such as elevators for the disabled, fire scenarios, potentially explosive environments, extreme climatic conditions, seismic conditions, and transportation of dangerous goods. Fourth, standardize the requirements for elevator installation and acceptance, clarify the standardized process of quality control, on-site inspection, load test and safety verification during elevator installation. After installation, it must pass the inspection and certification of the officially authorized institution of Egypt before it can be put into use. Fifth, strengthen market access supervision requirements. All elevator products entering the Egyptian market must meet the requirements of ES 6113-6 standard and obtain the official qualified certification of Egypt. The customs must conduct 100% verification of the standard compliance certificate and type test report of imported elevators, and products that do not meet the standards are prohibited from being imported and sold. Sixth, clarify the management requirements for in-use elevators. All in-use elevators must carry out annual safety inspections in accordance with the requirements of the new standard. Elevators that do not meet the standard requirements must complete upgrading and transformation within a time limit, and elevators that do not meet the standards are prohibited from continuing to operate. Seventh, formulate violation punishment measures. For the responsible subjects who fail to complete certification, installation and inspection in accordance with the specifications, they will face an administrative fine of up to 500,000 Egyptian pounds, and the sale of relevant products in the Egyptian market will be prohibited if the circumstances are serious.
