This rule is the supporting implementation document of the Three-Year Action Plan for Elevator Safety Foundation Consolidation (2024-2026), which is applicable to passenger lifts, goods lifts, escalators and moving walks put into use in China. The core contents of the rules include: first, clarifying the applicable conditions and implementation standards of on-demand maintenance, requiring maintenance units to establish an elevator IoT remote monitoring system to realize real-time collection of elevator operation data and intelligent risk early warning; second, establishing an elevator risk classification management and control system, dividing elevators into three risk levels: low, medium and high according to the service life, operating conditions, use scenarios, fault records and other dimensions, corresponding to differentiated maintenance cycles and maintenance items; third, clarifying the main responsibility of the maintenance unit, requiring that the on-demand maintenance plan must be confirmed by the user unit, the maintenance records are traceable throughout the process, and the supervision department can check them in real time through the intelligent supervision platform; fourth, establishing an exit mechanism for on-demand maintenance, and canceling the on-demand maintenance qualification of units that fail to meet the maintenance quality standards and fail to deal with risk early warnings in a timely manner. The implementation of this rule will promote the transformation of China's elevator maintenance industry to digital, intelligent and precise, greatly improve the safety level of elevator operation, and also promote the standardized development of technologies and products related to elevator IoT and intelligent monitoring in China, providing a Chinese solution for the global elevator maintenance industry.
