To implement the Action Plan for Promoting the Large-Scale Update of Equipment and the Replacement of Consumer Goods with New Ones, the State Administration for Market Regulation issued Notice No. 63 (2024) to clarify the promotion of old elevator renovation. It supports updating elevators manufactured to GB 7588—2003, GB 16899—1997 and earlier standards to those complying with current regulatory standards; encourages upgrades in reference to GB/T 24804—2023, GB/T 31821—2015 and other standards. It supports elevator installation in existing residences, introduces professional management models, and cultivates all-inclusive operators covering usage management, maintenance and self-inspection to solve the short-term game dilemma in the industry.
