This rule is a programmatic document for the use and management of special equipment in China, in which the special provisions related to elevators are an important supporting implementation specification of the Three-Year Action Plan for Elevator Safety Foundation Consolidation (2024-2026). The core upgrades of the rules for elevator use and management include: first, clarifying the definition of the main body of responsibility, stipulating that the property service enterprise of residential elevators is the legal user unit, bearing the primary responsibility for the safety of elevator use, and needing to implement mandatory requirements such as safety manager publicity, daily inspection, and whole-process maintenance supervision to eliminate responsibility shirking; second, refining personnel management requirements, stipulating that each elevator must be assigned an exclusive safety manager, the number of elevators under the jurisdiction of each person shall not exceed 20, and on-site inspections must be carried out every day with records kept; communities with more than 30 elevators must be equipped with a safety director holding a special equipment safety management qualification certificate, giving him the right to stop the elevator in case of major hidden dangers; third, upgrading the management requirements for old elevators, clarifying that elevators that have been in use for more than 15 years need an additional regular inspection every year, and elevators that have been in use for more than 20 years must carry out a special safety assessment, and those that fail the assessment will be immediately stopped for rectification; fourth, improving the emergency rescue management specifications, requiring the user unit to establish an emergency disposal mechanism for elevator trapped people, the emergency response time shall not exceed 30 minutes, and at least one emergency drill shall be carried out every month; fifth, clarifying the penalty standards for violations, setting a fine range of 20,000 yuan to 200,000 yuan for user units that fail to implement the main safety responsibility and fail to deal with hidden dangers in a timely manner, and investigating the criminal responsibility of relevant responsible persons for serious circumstances. The implementation of this rule has comprehensively compacted the safety responsibility of the elevator use link, improved the whole life cycle safety supervision system of elevators in China, and also provided a reference for China's practice for the export of products and solutions related to elevator use management and emergency rescue.
