This rule is the core mandatory regulation for elevator use and management in China, replacing the old 2017 version. The core contents include: mandating elevator use units to establish a three-level responsibility system of main person in charge, safety director and safety officer, each elevator is assigned an exclusive safety officer, and the number of elevators managed by a single person shall not exceed 20; clarifying that the property of residential elevators is the legal first responsible person, with the independent right to stop elevators with hidden dangers; refining the statutory responsibilities of daily elevator inspection, maintenance supervision and emergency rescue, and all management records must be permanently archived and verifiable. After the implementation of the rules, it will fully standardize the domestic elevator use and management process, greatly reduce the incidence of elevator safety accidents, and affect the market pattern of the elevator maintenance service industry.
