On March 15, 2026, the State Administration for Market Regulation of China issued Announcement No. 12 of 2026, officially announcing the revised Elevator Maintenance Rules, which will be implemented on May 1, 2026. Core contents of the new rules: First, compressed maintenance cycle, shortening the elevator maintenance cycle from the original 15 days to 12 days, adding special inspections for traction systems and safety devices in maintenance items, and maintenance records must be electronically uploaded to the special equipment supervision platform; Second, mandatory remote monitoring, residential elevators above 15 floors and elevators in public buildings must be equipped with remote monitoring devices, uploading real-time operation data and fault early warning information, and regulatory authorities can conduct remote inspections; Third, refined emergency rescue, the on-site arrival time limit for trapped person rescue is clearly defined: core urban areas ≤ 30 minutes, suburban/remote areas ≤ 60 minutes, and emergency rescue records must be retained for no less than 5 years; Fourth, maintenance personnel requirements, maintenance personnel must hold special equipment operation personnel certificates and conduct no less than 16 hours of training every quarter; Fifth, upgraded penalty standards, behaviors such as failing to maintain according to the cycle, falsifying records, and failing to respond to emergency rescue in a timely manner will be subject to a maximum fine of 300,000 yuan, and responsible persons will be included in the credit blacklist. The new rules aim to comprehensively improve the quality of elevator maintenance and reduce the incidence of accidents.
