Core contents: first, assessment scope, covering all in-service passenger elevators, goods elevators, escalators, elevators ≥15 years, those with major accidents and renovated elevators must be assessed; second, assessment items, including 5 categories and 36 items: structural safety, component wear, electrical safety, operation performance, emergency function, focusing on core components such as door system, brake, overspeed governor, suspension device; third, risk classification, divided into Level I (safe), Level II (general hidden danger), Level III (relatively large hidden danger), Level IV (major hidden danger), Level III requires rectification within 30 days, Level IV immediately stop using; fourth, scrap judgment, clarifying 12 mandatory scrap scenarios such as serious damage to main structure, failure of core components, renovation value less than 50%, energy consumption exceeding 100%; fifth, assessment institution, must possess special equipment inspection qualification, assessment report archived for life, responsibility traceable. After implementation, 1.1 million elevators over 15 years nationwide are included in normalized assessment, safety supervision shifts from "post-disposal" to "pre-prevention".
