This standard is under the jurisdiction of the China Elevator Association, and is jointly compiled by the Fire and Rescue Department of the Ministry of Emergency Management and the National 96333 Elevator Emergency Disposal Platform. It is applicable to the emergency rescue work of lifts, escalators and moving walks, covering all subjects including users, maintenance units, emergency disposal platforms and fire rescue agencies. The core contents of the standard include: first, establishing the general principles and organizational system of emergency rescue, clarifying the emergency rescue principles of "safety first, rapid response, scientific disposal, people-oriented", constructing a four-level emergency rescue organization system of user unit, maintenance unit, emergency disposal platform and fire rescue agency, and clarifying the responsibilities and division of labor of each subject; second, refining the emergency rescue classification and response mechanism, dividing elevator emergency events into four levels: general event, relatively large event, major event and particularly major event according to the severity of the event, clarifying the response time limit, response subject and disposal process of different levels of events, mandating that the maintenance unit must arrive at the scene to implement rescue within 30 minutes, and no more than 15 minutes in the core urban area; third, standardizing the whole process of emergency rescue for trapped people in elevators, clarifying the whole process standards of alarm receiving, order dispatching, on-site disposal, safe release and post-event recording of emergency rescue, formulating special operation specifications and safety requirements for leveling rescue, barring rescue and emergency electric operation rescue, and strictly prohibiting door opening rescue in non-standard ways; fourth, improving the emergency rescue specifications for special scenarios, formulating special emergency rescue disposal processes and safety protection requirements for extreme scenarios such as fire, earthquake, flood, power failure and chemical leakage, and clarifying the special rules for elevator emergency stop and personnel evacuation under extreme scenarios; fifth, strengthening the safety management requirements for emergency rescue, formulating the safety protection specifications for rescue personnel on-site operation, high-altitude operation safety requirements, live operation safety standards, clarifying the qualification and skill requirements that rescue personnel must have, and regularly carrying out emergency rescue training and drills; sixth, standardizing the construction and management of emergency rescue platforms, clarifying the construction standards, functional requirements, alarm receiving and order dispatching processes and data management specifications of the 96333 elevator emergency disposal platform, and promoting the interconnection of national emergency rescue platform data; seventh, establishing an emergency rescue capability evaluation system, formulating the evaluation indicators, evaluation methods and grading standards of elevator emergency rescue capability, and conducting a comprehensive evaluation of emergency rescue subjects from the dimensions of response speed, disposal capability, safety management, personnel skills, etc. The implementation of this standard has comprehensively standardized the elevator emergency rescue work in China, improved the efficiency and safety of elevator emergency rescue, reduced the safety risk of elevator trapped events, and also promoted the integration of China's elevator emergency rescue system with the international community, providing Chinese standards and Chinese experience for global elevator emergency rescue management.
