This standard is formulated under the jurisdiction of the National Technical Committee for Elevator Standardization of China. It is applicable to speed governors matched with traction and positive drive lifts and hydraulic lifts, covering the whole life cycle management of speed governor design, production, inspection, use and scrapping. Compared with the old version, the core upgrades of this revision include: first, reconstructing the speed governor classification system, dividing speed governors into three categories: mechanical type, electronic type and electromechanical integrated type according to the action principle, applicable scenarios and speed grades, adding special technical requirements for two-way speed governors and special speed governors for ultra-high speed elevators, and clarifying the applicable speed range and scenario requirements of different types of speed governors; second, greatly improving the core safety performance indicators, tightening the allowable deviation of the speed governor action speed from the original ±5% to ±3%; clarifying the mechanical life requirements of the speed governor, stipulating that the performance of the speed governor must still meet the standard requirements after passing 3 million action cycle tests; third, refining the special specifications for electronic speed governors. For electronic speed governors, it is clarified that the software functional safety level must reach SIL3 level, and mandatory technical requirements for electromagnetic compatibility, redundant design and fault self-diagnosis are formulated; fourth, improving the type test and factory inspection rules, adding special test methods and judgment standards for high and low temperature environment performance test, salt spray corrosion test and anti-vibration test of the speed governor, and clarifying the items, procedures and validity period of the type test; fifth, clarifying the service life and scrapping specifications of the speed governor, refining the scrapping judgment standards for wear, aging, deformation and action failure of the speed governor, clarifying that the recommended service life of the speed governor shall not exceed 10 years, and a comprehensive verification must be carried out every 2 years; sixth, adding the installation and commissioning specifications of the speed governor, clarifying the technical requirements for the installation of the speed governor, the setting of the tensioning device and the adaptation of the steel wire rope, and improving the on-site commissioning and verification standards. The implementation of this standard has comprehensively improved the product quality and safety performance of elevator speed governors in China, guaranteed the operation safety of elevators under overspeed conditions from the core component level, and also promoted the full integration of China's elevator speed governor products with the international market, further consolidating the core competitiveness of China's elevator safety components in the global market.
