On May 20, 2024, the State Administration for Market Regulation and the Standardization Administration of China jointly issued GB/T 42615-2024 Safety Assessment Code for In-use Elevators national standard, which is a recommended national standard and was officially implemented on October 1, 2024. The core contents of the standard include: First, scope of application, applicable to the safety assessment of in-use passenger elevators, freight elevators, escalators and moving walks, focusing on old elevators that have been used for more than 15 years; Second, assessment subject, clarifying that the assessment is carried out by a third-party institution with special equipment inspection and testing qualifications, and the assessors must have elevator professional and technical qualifications; Third, assessment process, divided into five links: assessment application, document review, on-site testing, safety assessment and report issuance; Fourth, assessment items, covering 10 categories and 56 assessment indicators including basic elevator information, technical documents, structural safety, safety components, traction braking system, electrical system, door system, emergency rescue, maintenance quality and use management; Fifth, judgment standards, dividing elevator safety status into four levels: Level A (safety qualified, can be used normally), Level B (basically qualified, need to be rectified within a time limit), Level C (unqualified, need to be stopped for renovation), Level D (seriously unqualified, mandatory scrapping); Sixth, assessment cycle, elevators used for 15-20 years are assessed once every 3 years, elevators used for more than 20 years are assessed once every 2 years. Elevators assessed as Level C and D must be stopped immediately, and can only be used after completing renovation or renewal; Seventh, report requirements, the assessment report must include assessment items, test data, assessment conclusions and rectification suggestions, signed and sealed by the assessment institution and assessors, and has legal effect. The implementation of this standard provides a unified technical specification for the safety management of old elevators in China, promoting the scientific and standardized elevator renovation.
