New Russia EAC Elevator Certification Regulations Implemented in July 2026, Mandatory Separate Certification for Escalators
Key changes in the new regulations: First, the certification model has been adjusted, specifying that escalators and moving walkways are high-risk machinery and equipment, and must apply for an EAC Certificate of Conformity (CoC). Type testing and factory audits are conducted by notified bodies authorized by the Eurasian Economic Union, and the original Declaration of Conformity (DoC) simplified certification model has been abolished. Second, mandatory requirements for safety components have been introduced. Core safety components of escalators and moving walkways, such as safety gears, overspeed governors, buffers, brakes, and control cabinets, must individually obtain EAC certification. Uncertified safety components are prohibited from being used in products. Third, fire performance requirements have been tightened. The fire performance requirements for escalators and moving walkways have been upgraded. Components such as handrails, skirt boards, and steps must comply with the GOST R 54765 fire protection standard, and flame retardant properties, smoke density, and toxicity indicators must pass testing. Fourth, new requirements for hazardous substance control have been added. The new TR EAEU 037/2016 hazardous substance control requirements limit the content of hazardous substances such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and polybrominated diphenyl ethers. Products must provide a hazardous substance testing report. Fifth, market supervision has been upgraded. Russian customs has listed escalators and moving walkways as key inspection items. Each batch of goods must submit an EAC CoC during customs clearance. Goods without a certificate will be directly returned. Enterprises selling uncertified products will face fines of up to 30% of the product value. In severe cases, they may be blacklisted and prohibited from entering the Russian market for five years.
