Core contents of the regulations: First, mandatory requirements for signal coverage, the car of new elevators must achieve full coverage of 2G/3G/4G/5G signals of China Mobile, China Unicom and China Telecom, no communication blind spots, and the signal strength meets the relevant national standards; Second, construction responsibility division, the signal coverage facilities of new elevators are responsible for synchronous design, synchronous construction and synchronous acceptance by the construction unit, and put into use simultaneously with the elevator; for the signal coverage of existing elevators, the user unit and property service enterprise are responsible for coordinating the construction of communication operators, and the construction cost is listed from the community public benefits; Third, mandatory acceptance requirements, when the elevator is completed and accepted, the mobile communication signal coverage in the car must be accepted simultaneously. If full coverage is not achieved, the completion acceptance will not be passed, and the special equipment supervision department will not handle the use registration; Fourth, daily maintenance responsibility, the daily maintenance of signal coverage facilities is the responsibility of communication operators, with the cooperation of user units and property service enterprises, to ensure the normal operation of facilities, and signal interruption must be repaired within 24 hours; Fifth, violation penalty provisions, if the user unit fails to complete the signal coverage of existing elevators as required, it shall be ordered to rectify within a time limit, and if it fails to rectify within the time limit, it shall be fined not less than 10,000 yuan but not more than 50,000 yuan; if the construction unit fails to construct signal coverage facilities synchronously as required, it shall be ordered to rectify within a time limit, and fined not less than 50,000 yuan but not more than 100,000 yuan.
