Core changes of the new regulation: First, full coverage of certification scope, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, control cabinet, traction machine, steel wire rope must obtain DOSH certification separately. Safety components without separate certification are prohibited from being sold, installed and used in Malaysia; Second, mandatory factory audit, enterprises applying for certification for the first time must pass the initial factory audit of DOSH accredited institutions, which covers the whole process of design, procurement, production, quality inspection and warehousing. The certificate is valid for 3 years, and annual supervision audit must be conducted every year with 100% audit coverage; Third, tightened test requirements, products must complete type tests in DOSH accredited local laboratories in Malaysia, add fire protection, earthquake resistance, EMC electromagnetic compatibility, hazardous substance control test items, and do not accept test reports issued by overseas laboratories; Fourth, local registration requirements, export enterprises must set up a DOSH recognized local authorized representative in Malaysia, responsible for product registration, certification application, market supervision docking, after-sales maintenance, and complaint handling. Enterprises without local representatives cannot apply for certification; Fifth, upgraded market supervision, Malaysian customs list elevators and safety components as key inspection commodities. DOSH certification certificate must be submitted when each batch of goods is cleared. Goods without certificate will be directly returned. Enterprises selling uncertified products will be fined up to 25% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the Malaysian market within 5 years.
