Brazil Updated Elevator Safety Supervision Act, Strengthening Old Elevator and Import Control in 2026
On August 15, 2025, Brazilian Congress passed revised version of Elevator Safety Supervision Act (14,567/2025), implemented nationwide on January 1, 2026. Core contents:
1. Old elevator control: Annual safety assessment for elevators over 18 years, mandatory renewal for over 25 years, unqualified elevators stopped immediately, stock transformation completed by 2030;
2. Imported elevator certification: Imported elevators must comply with Brazilian NBR 15781 standards, pass INMETRO certification, affix mark, prohibited uncertified import;
3. Maintenance qualification: Maintenance units must INMETRO registered, maintenance personnel certified, maintenance cycle 15 days;
4. Emergency rescue: Rescue arrive within 40 minutes when trapped, emergency power supply maintain 30 minutes, public building elevators equipped with special rescue passage;
5. Safety components: Safety gears, speed governors, door locks must INMETRO certified, prohibited use of unqualified components;
6. Penalties: Maximum fine of 5 million Brazilian reals for violation, product destruction, lifelong ban for responsible persons. The Act improves Brazil elevator safety supervision level, standardizing market order.
