On March 18, 2025, the European Committee for Standardization (CEN) officially approved and issued the EN 81-20:2025 European standard, which was developed under the leadership of the CEN/TC 10 Technical Committee for Lifts, Escalators and Moving Walks. It is a special core specification for the safety protection of operators in the EU elevator safety standard system, and will serve as a mandatory technical standard for elevator installation and maintenance operations in EU member states, as well as the relevant technical basis for CE certification. Compared with the 2014 version of the old regulation, the 2025 version of the standard released this time has been comprehensively revised. The core contents include: First, clarify the scope of application of the standard, covering the whole process of elevator installation, maintenance, overhaul, transformation and demolition, applicable to all workplaces such as elevator shafts, machine rooms, pits, car tops, landing door areas, and newly added relevant safety protection requirements for escalator and moving walk operations; Second, improve the safety control specifications before operation, clarify the mandatory requirements of risk assessment, safety technical disclosure, operation site isolation and warning before operation. It is required that the elevator equipment must be powered off, tested, locked out and tagged out (LOTO) before operation, a special safety operation plan must be formulated, and on-site supervisors must be arranged for high-risk operations; Third, update the technical requirements for safety protection of aerial work, clarify that double protection devices such as double-hook safety belts and fall arresters must be used for aerial work in elevator shafts, add mandatory test standards for the design, load and stability of working platforms, improve the safety protection requirements for car top operations, and strictly prohibit crossing the shaft and working on beams without protective measures; Fourth, add safety specifications for confined space operations. For confined space operation scenarios such as elevator pits, shafts and machine rooms, it clarifies the mandatory requirements of gas detection, ventilation and emergency rescue plans before operation. It is strictly prohibited to enter confined space operations alone without protective measures. At the same time, it improves the qualification and training requirements for confined space operators; Fifth, improve the safety protection standards for electrical operations. For elevator electrical system operations, it clarifies the whole process operation specifications of power off, electricity inspection, grounding and insulation protection, adds special safety protection requirements for high-voltage electrical operations and frequency conversion system operations, and improves the selection and use specifications of personal protective equipment (PPE) for operators; Sixth, add relevant technical specifications for emergency rescue, clarify the equipment requirements of emergency rescue equipment at the operation site, formulate emergency disposal procedures for emergencies such as falling, electric shock, trapped people and fire, and improve the relevant requirements for emergency rescue training and drills for operators. The implementation of this standard has unified the technical standards for the safety protection of elevator operators in EU member states, greatly reduced the risk of safety accidents in elevator installation and maintenance operations, and improved the EU elevator safety standard system.
