On February 26, 2024, the American Society of Mechanical Engineers (ASME) officially issued the ASME A17.3-2023 Safety Code for Existing Elevators and Escalators, replacing the old 2020 version standard, which is the core technical specification for the safety management of existing in-use elevators in the United States. The core contents of this standard revision include: first, refining the safety upgrade and transformation requirements of existing elevators, and clarifying the mandatory upgrade standards for door systems, braking systems and safety protection devices for elevators that have been in use for more than 20 years; second, adding the technical requirements for barrier-free transformation of existing elevators, and standardizing the design and installation guidelines for adding barrier-free facilities to existing elevators; third, strengthening the risk assessment and inspection requirements of existing elevators, clarifying the process, method and judgment criteria for regular risk assessment of existing elevators, and requiring immediate rectification measures for high-risk elevators; fourth, adding the technical specifications for intelligent transformation of existing elevators, and clarifying the safety requirements for the installation of remote monitoring and intelligent early warning systems; fifth, refining the safety upgrade requirements of existing equipment for escalators and moving walks, and adding mandatory safety function requirements such as step missing detection and handrail speed monitoring. This standard officially took effect on August 26, 2024, and is applicable to all existing in-use elevators and escalators in the United States.
