ISO Issued New Version of ISO 14798:2025 Lifts — Risk assessment and risk reduction International Standard
On July 22, 2025, the ISO/TC 178 Technical Committee of the International Organization for Standardization officially issued the new version of the international standard ISO 14798:2025 Lifts — Risk assessment and risk reduction, replacing the old version of ISO 14798:2007, which is the core general guideline in the field of risk management of the global elevator industry. The core upgrade contents of this standard revision include: First, expand the scope of application of the standard, covering all types of equipment such as passenger elevators, freight elevators, escalators, moving walks, home elevators, and special elevators, applicable to the risk assessment and control of the whole life cycle of elevator design, manufacture, installation, maintenance, transformation and scrapping. Second, establish a whole life cycle risk management system for elevators, and clarify the whole process standardized management framework of risk identification, risk analysis, risk evaluation, risk control, risk monitoring and risk update. Third, refine the elevator risk assessment methods, formulate the applicable scenarios, operation processes and calculation guidelines of qualitative, semi-quantitative and quantitative risk assessment methods, and formulate differentiated risk assessment models for elevators in different use scenarios. Fourth, add special control requirements for major elevator risk sources, and formulate a special risk identification list and risk reduction measures for core risk points such as elevator door systems, drive systems, suspension devices, braking systems, and safety protection devices. Fifth, add risk assessment requirements for smart elevators and IoT systems, and formulate special assessment and control guidelines for network security, data security and functional safety risks of intelligent control systems, remote monitoring systems and data transmission systems. Sixth, add the risk assessment specifications for the transformation and scrapping of old elevators, and formulate a standardized risk assessment process and judgment criteria for the safety performance assessment, transformation scheme design and scrapping judgment of in-use old elevators. Seventh, standardize the requirements for elevator risk assessment documents and personnel, clarify the preparation requirements for risk assessment reports, the competency requirements for assessment personnel, and the audit and verification guidelines for the risk management system. After its release, the standard has been adopted as a national standard by many countries and regions around the world such as the European Union, China, the United States and Japan, comprehensively improving the risk management level of the global elevator industry.
