On October 20, 2024, the Standards and Industrial Research Institute of Malaysia (SIRIM) in collaboration with the Ministry of Local Government Development officially released the "Mandatory Safety Management Regulations for Elevators and Escalators", which comprehensively upgrades the certification, safety control, and maintenance management of elevator products in the Malaysian market. The core contents include: firstly, it clarifies that all elevator units and core safety components entering the Malaysian market must obtain mandatory certification from SIRIM, and unverified products are prohibited from import, sale, and use; secondly, it tightens inspection at import ports, requiring customs to conduct 100% verification of the SIRIM certificate, certificate of origin, and type test report for imported elevators, and products with non-compliant certificates will be directly returned; thirdly, it strengthens the annual inspection requirements for elevators in use, mandating that all elevators in use must undergo a Malaysian standard compliance inspection once a year, and elevators failing to meet the standards must be immediately shut down for rectification; fourthly, it clarifies that elevator maintenance units must obtain official Malaysian qualifications, with routine maintenance for passenger elevators conducted once every 14 days, and maintenance personnel must pass official Malaysian assessments and hold relevant certificates before taking up their positions; fifthly, it upgrades emergency rescue requirements, specifying that rescue personnel must arrive at the scene within 30 minutes to handle elevator trapping incidents, and maintenance units must establish a 24-hour emergency rescue duty system; sixthly, it regulates the management of elevator safety archives, requiring that all elevator design, manufacturing, installation, maintenance, and inspection records must be fully archived for a period of not less than 10 years. The new regulations have a six-month transition period and will be officially implemented on April 20, 2025.
