On October 18, 2024, the Ministry of Production and Development of Argentina, in collaboration with the Argentine National Standards Association, officially released the "Mandatory Management Regulations for the Safety Renovation of Old Elevators". These regulations comprehensively govern the renovation, safety control, and financial guarantee of old elevators within Argentina. The core contents include: Firstly, clarifying the scope and time limit of renovation. All elevators in use within Argentina with a service life exceeding 25 years must complete safety upgrades and renovations by 2030; elevators with a service life exceeding 35 years must complete renovation by 2027, and those failing to complete renovation on time are prohibited from continuing operation. Secondly, establishing mandatory technical standards for renovation. It is clarified that the renovation of old elevators must comply with the latest elevator safety standards in Argentina, with a focus on upgrading the door system, safety protection device, braking system, emergency rescue system, and electrical control system. After renovation, the elevators must pass official safety inspections. Thirdly, clarifying the responsible parties for renovation. The property owner of the elevator is the primary responsible party for renovation, while elevators with shared property rights are jointly responsible for renovation by all property owners, with the property management company responsible for coordination, promotion, and daily supervision. Fourthly, establishing a financial guarantee mechanism for renovation. A special fund for the renovation of old elevators will be set up, providing financial subsidies of up to 35% for eligible renovation projects, and supporting the use of special residential maintenance funds and low-interest bank loans for elevator renovation. Fifthly, strengthening the supervision of the renovation process. It is clarified that the design, construction, and acceptance of renovation must be undertaken by units with official qualifications, and the entire renovation process is subject to supervision by regulatory authorities. The regulations have a six-month transition period and will be officially implemented on April 18, 2025.
