On October 15, 2024, the Dubai Municipality Planning Department of the UAE officially issued the New Elevator and Escalator Safety Supervision Regulations, replacing the 2018 version of the Dubai Elevator Safety Management Regulations. The new regulation officially entered into force within the jurisdiction of Dubai on March 1, 2025, and is also applicable for reference implementation in other emirates such as Abu Dhabi and Sharjah of the UAE. The core contents of this new regulation include: First, strengthen the market access requirements for imported elevator products, clarify that elevator and core safety component products entering the Dubai market must comply with the EN 81 European standard or ASME A17.1 American standard, and pass the on-site inspection and certification of a third-party institution recognized by the Dubai Municipality Planning Department. Only after obtaining the compliance certificate can they be installed and used, and uncertified products are strictly prohibited from entering the market; Second, improve the elevator installation and acceptance specifications, clarify that the elevator installation unit must obtain the special installation qualification issued by the Dubai Municipality Planning Department, the installation process must accept full supervision, and after the installation is completed, it must pass 14 mandatory performance tests and safety inspections, and can only handle the use registration after passing the acceptance; Third, strengthen the whole process supervision of maintenance operations, require units engaged in elevator maintenance business in Dubai to obtain maintenance qualifications issued by the municipal department, maintenance personnel must work with certificates, the elevator maintenance cycle shall not exceed 15 days, maintenance records must be uploaded to the Dubai elevator safety supervision platform in real time, and false maintenance and overdue maintenance are strictly prohibited; Fourth, strengthen the inspection requirements for in-use elevators. In-use passenger elevators shall be inspected regularly every 6 months, and escalators shall be inspected regularly every 4 months. The inspection institution must be an institution authorized by the Dubai Municipality Planning Department. Elevators that fail to complete the inspection on schedule or fail the inspection will be forced to stop operation and sealed up; Fifth, add special requirements for high-rise building elevators. For super high-rise buildings with a building height of more than 100 meters, clarify the mandatory technical requirements for elevator design speed, backup power supply, emergency evacuation, and fire linkage. The super high-rise building elevator plan must be submitted to the Dubai Municipality Planning Department for approval before implementation; Sixth, strengthen the intensity of illegal punishment. For units and individuals violating the new regulations, the upper limit of a single fine is increased from 100,000 dirhams to 200,000 dirhams. Those with serious circumstances will have their relevant qualifications revoked and be prohibited from carrying out elevator-related businesses in the UAE. The implementation of this new regulation has further improved the elevator safety supervision system in Dubai and raised the entry threshold and compliance standards of the elevator market in the Middle East region.
