This plan focuses on emerging markets along the Belt and Road such as Southeast Asia, Middle East, Central Asia, Eastern Europe, Africa. Core tasks include:

first, overseas capacity layout, prioritizing construction of SKD/CKD assembly bases, complete machine manufacturing bases in countries with rapid urbanization development such as Indonesia, Vietnam, Thailand, Saudi Arabia, Turkey, Egypt, realizing localized production and supply, avoiding trade barriers;

second, technology and standard export, promoting mutual recognition between China's elevator national standards, group standards, energy efficiency standards and standards of countries along the route, supporting overseas licensing of China's elevator safety technology, energy-saving technology, intelligent technology, establishing "Chinese technology + local manufacturing" cooperation mode;

third, industrial ecosystem construction, driving coordinated overseas development of the whole industrial chain including elevator components, installation and maintenance, testing and certification, IoT services, constructing elevator parts industrial parks, maintenance service centers, certification and testing laboratories in countries along the route;

fourth, talent cultivation cooperation, jointly building elevator technology colleges, training bases with universities and vocational colleges in countries along the route, cultivating localized technical, management and maintenance talents, solving overseas operation talent bottlenecks;

fifth, policy service guarantee, establishing capacity cooperation project database, green approval channel, financial support policy, providing support such as export credit, overseas insurance, tax reduction, reducing enterprises' overseas investment risks.


By the end of 2025, China has built 12 elevator production bases in countries along the Belt and Road, with market share exceeding 55%. After implementation of this plan, it will further enhance China's elevator dominant position in the Belt and Road market, building a globally covered elevator industry cooperation network.
