The new EU Elevator Safety Regulation (EU 2023/944) is one of the world's strictest elevator safety regulations. Core upgrades include:

first, adding cybersecurity requirements, for intelligent elevators and IoT elevators, mandating compliance with EU 2022/454 Cybersecurity Regulation, equipped with data encryption, access control, vulnerability protection, emergency response functions, establishing cybersecurity management system, and passing cybersecurity testing by EU notified bodies;

second, strengthening energy efficiency control, fully aligning with ISO 25745 international energy efficiency standards, elevator products must obtain EU Energy Label (A-G level), A/B level high energy efficiency elevators enjoy priority access to EU green procurement;

third, upgrading electromagnetic compatibility (EMC), implementing latest versions of EN 55014-1, EN 61000-6-2 standards, improving elevator anti-electromagnetic interference and radiation limits to avoid affecting surrounding medical and communication equipment;

fourth, improving supply chain traceability, requiring establishment of full-chain material traceability, component traceability, production process control system, key safety components (overspeed governors, safety gears, buffers) must be marked with unique identification code (UID), realizing full life cycle traceability;

fifth, strict conformity assessment procedures, adding requirements for annual supervision audit, product consistency check, market random inspection, certification validity shortened from 10 years to 5 years, violating enterprises will be blacklisted in EU market. In response to the new regulation, China Elevator Association jointly with EU authoritative certification bodies such as TÜV Rheinland, TÜV SÜD, SGS launches special service for Chinese elevator CE certification upgrade, providing one-stop solutions including standard interpretation, technical rectification, testing certification and certificate renewal.


By March 2026, over 180 Chinese elevator enterprises have completed CE certification upgrade under the new regulation, ensuring sustained and stable growth of China's elevator export to Europe.
