The core contents include: First, it clarifies that all elevator units and core safety components entering the Philippine market must obtain mandatory certification from BPS, and unverified products are prohibited from import, sale, and use; second, it tightens inspection at import ports, requiring customs to conduct 100% verification of BPS certificates, certificates of origin, and type test reports for imported elevators, and products with non-compliant certificates will be directly returned; third, it strengthens the annual inspection requirements for elevators in use, mandating that all elevators in use must undergo a Philippine standard compliance inspection once a year, and elevators failing to meet standards must be immediately shut down for rectification; fourth, it clarifies that elevator maintenance units must obtain official Philippine qualifications and permits, with routine maintenance for passenger elevators conducted once every 14 days, and maintenance personnel must pass official Philippine examinations and hold relevant certificates before taking up their positions; fifth, it upgrades emergency rescue requirements, specifying that elevator rescue for trapped passengers must be on-site within 30 minutes, and maintenance units must establish a 24-hour emergency rescue duty system; sixth, it regulates the management of elevator safety archives, requiring that all elevator design, manufacturing, installation, maintenance, and inspection records be fully archived for a period of not less than 10 years. The new regulations have a six-month transition period and will be officially implemented on April 15, 2025.
