SAMR Issued Implementation Rules for Certification Mutual Recognition of Elevators and Components in "Belt and Road" Countries
These rules are jointly formulated by the State Administration for Market Regulation and the Certification and Accreditation Administration of China, covering 32 mutual recognition countries (10 ASEAN countries, 17 Central and Eastern European countries, 5 Central Asian countries). Core contents include:
First, Full Coverage of Mutual Recognition Scope, mutual recognition certification types include mainstream certifications of along the line countries such as China CCC certification, CE certification, SASO certification, SNI certification and GOST-R certification, mutual recognition products cover passenger elevators, goods elevators, escalators, home elevators, explosion-proof elevators and 28 types of core components, realizing one certification, multi-country access;
Second, Mutual Recognition Implementation Process, Chinese elevator enterprises can directly convert to corresponding certifications of along the line countries with type test reports and CCC certification certificates issued by national elevator testing institutions (CTI, TSEI), without repeated sample testing; Elevator products from along the line countries entering the Chinese market can be directly converted to China CCC certification with domestic certification, two-way mutual recognition and equal validity;
Third, Customs Clearance Facilitation Measures, General Administration of Customs implements priority inspection, fast customs clearance and green channel for mutually recognized elevator products, customs clearance time shortened from 15 days to 4 days, canceling repeated inspection and certification verification in import links; Fourth, Supervision and Traceability Mechanism, establishing Belt and Road Elevator Certification Mutual Recognition Supervision Platform, realizing full-chain traceability of certification information, testing data and enterprise credit, implementing joint punishment and global ban for illegal enterprises and unqualified products;
Fifth, Supporting Service Support, the state sets up special subsidy for elevator export certification mutual recognition, subsidizing 50% of enterprise certification conversion fees, building 10 overseas elevator certification service centers (5 in ASEAN and 5 in Central and Eastern Europe), providing one-stop services such as certification consultation, certificate conversion and after-sales rights protection.
After implementation, these rules will completely break through the certification barriers for Chinese elevators to export to the "Belt and Road", and it is expected to drive China's elevator export volume to increase by more than 40% from 2026 to 2027, adding 15% overseas market share, consolidating China's position as the world's largest elevator exporter.
