On February 18, 2025, the Ministry of Business, Innovation and Employment (MBIE) of New Zealand, together with Standards New Zealand, officially issued the Amendment to the Safety Management Regulations for Elevators and Escalators, which comprehensively upgraded the safety design, barrier-free construction and operation management of elevators in New Zealand. The core contents of this revision include: First, fully align with the latest version of the AS/NZS 1735 series elevator safety standards, upgrade the elevator safety technical requirements of New Zealand, and unify the national elevator safety specifications. Second, strengthen the barrier-free design requirements of elevators, clarifying that all newly installed elevators in public buildings must be equipped with complete barrier-free facilities, and elevators in existing buildings must complete barrier-free transformation before 2030. Third, upgrade the elevator maintenance management requirements, clarifying that elevator maintenance units must obtain the official qualification license of New Zealand, carry out routine maintenance every 14 days, and keep maintenance records for at least 5 years. Fourth, strengthen the emergency rescue requirements, clarifying that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 30 minutes, and non-compliant units will face high fines. Fifth, mandatorily promote the elevator digital traceability system. All newly installed elevators must be connected to the national elevator safety supervision platform of New Zealand, and in-use elevators must complete the system access before 2028. The amendment has a 6-month transition period and was officially implemented on August 18, 2025.
