On September 5, 2024, the Building and Construction Authority (BCA) of Singapore officially issued the Amendment to the Safety Management Regulations for Elevators and Escalators, which comprehensively upgraded the maintenance management, emergency rescue, operation supervision and other contents of elevators in Singapore. The core contents of this revision include: First, strengthen the responsibility of maintenance units, clarifying that elevator maintenance units must carry out routine maintenance every 14 days and a comprehensive inspection every six months. Maintenance records must be uploaded to the BCA National Elevator Supervision Platform and kept for at least 5 years. Second, upgrade the emergency rescue requirements, clarifying that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 20 minutes. Non-compliant units will face high fines and license revocation. Third, mandatorily promote the digital supervision of elevators. All newly installed elevators must be connected to the BCA National Elevator Remote Monitoring Platform, and in-use elevators must complete the installation of the remote monitoring system before 2028. Fourth, strengthen the qualification management of maintenance personnel, clarifying that maintenance personnel must pass the official training and assessment of BCA, work with certificates, and complete no less than 40 hours of continuing education and training every year. Fifth, add elevator energy-saving management requirements, encourage energy-saving transformation of existing elevators, and support the bonus policy for green building certification. The amendment has a 6-month transition period and was officially implemented on March 5, 2025.
