On August 18, 2024, the Building and Construction Authority (BCA) of Singapore officially issued the Elevators and Escalators (Safety) Amended Regulations, which comprehensively revised the 2019 version of the Elevators and Escalators (Safety) Regulations. The new regulation officially entered into force across Singapore on January 1, 2025, and is applicable to all new and in-use elevators, escalators and moving walks. The core contents of this revision include: First, clarify the main body of safety responsibility, define the elevator owner as the first responsible person for elevator safety, bear the primary responsibility for daily elevator management, maintenance supervision, inspection and testing, and can entrust a professional management unit to perform specific work, but shall not transfer the statutory safety responsibility; Second, strengthen the qualification control of maintenance units and personnel, require units engaged in elevator maintenance business in Singapore to obtain special qualifications issued by the Building and Construction Authority, the validity period of qualifications is shortened from 5 years to 3 years, and maintenance personnel must pass the special assessment of the Building and Construction Authority of Singapore and obtain a practice certificate, with retraining and qualification review every 2 years; Third, add mandatory requirements for escalator safety. From January 1, 2025, all new escalators in public places in Singapore must be equipped with anti-reverse protection devices, personnel fall detection systems, and foreign object intrusion detection systems. In-use escalators must be renovated and upgraded before December 31, 2026, and those that do not meet the standards are prohibited from operating; Fourth, improve the elevator inspection system, shorten the regular inspection cycle of in-use elevators from 12 months to 6 months. The inspection institution must be a third-party institution recognized by the Building and Construction Authority of Singapore. The inspection report must be uploaded to the supervision platform of the Building and Construction Authority in real time. Elevators that fail to complete the inspection on schedule will be forced to stop operation; Fifth, strengthen the intensity of illegal punishment. For the responsible subject violating the safety regulations, the upper limit of a single fine is increased from 50,000 Singapore dollars to 100,000 Singapore dollars. Those with serious circumstances will be investigated for criminal responsibility, and at the same time included in the Singapore enterprise and personal credit system, restricting their relevant employment qualifications. The implementation of this regulation has further improved the elevator safety supervision system in Singapore and enhanced the operation safety level of elevators and escalators.
