On September 10, 2024, the Japanese Diet officially passed the revised Building Standards Law, making special revisions to elevator seismic safety, focusing on strengthening the seismic protection capacity of elevators in high-rise and super high-rise buildings. The new regulation officially entered into force nationwide in Japan on April 1, 2025. The core contents of this revision include: First, scope of application, clearly applicable to passenger elevators and fire elevators in high-rise residential, commercial and public buildings with a building height of more than 60 meters, covering super high-rise projects in Tokyo, Osaka, Nagoya and other metropolitan areas in Japan; Second, seismic design standards, the seismic grade of high-rise elevator shaft structure has been raised from level 7 to level 8. Core components such as elevator guide rails, cars, counterweights and traction machines must be made of high-strength seismic materials, with structural strength to resist strong earthquakes; Third, seismic protection devices, high-rise elevators are mandatory to be equipped with seismic sensors, automatic leveling devices and emergency braking systems. When an earthquake occurs, the elevator can automatically detect seismic waves, quickly level and open the door at the nearest floor, release passengers and then cut off the power supply to prevent the car from falling and tilting; Fourth, emergency operation requirements, high-rise elevators must be equipped with independent emergency power supply, which can maintain emergency operation for ≥ 30 minutes after an earthquake, for rescue personnel evacuation and material transportation; Fifth, inspection and testing requirements, the seismic performance of high-rise elevators must pass the special seismic test of the Japan Building Center, and the seismic performance re-inspection is carried out every 5 years. Elevators that do not meet the standards are prohibited from use; Sixth, old elevator transformation, 2025-2028 is the transformation transition period. Existing high-rise elevators must complete seismic upgrading and transformation before March 31, 2028, and those that have not been transformed after the deadline will be forced to stop using. As a country prone to earthquakes, this revision in Japan aims to comprehensively improve the seismic safety level of high-rise elevators, prevent elevator safety accidents caused by earthquakes, and protect people's lives.
