On August 29, 2024, the CEN/TC 10 Technical Committee of the European Committee for Standardization officially issued the new EU standard EN 81-31:2024 Safety rules for the construction and installation of lifts — Part 31: Goods lifts only, replacing the old 2008 version, which will officially take effect throughout the EU on February 29, 2025, and is the core compliance basis for the market access of goods lifts in the EU. The core upgrade contents of this standard revision include: First, expand the scope of application of the standard, covering all lifts only used for the transportation of goods, including accessible goods lifts, non-accessible goods lifts, industrial goods lifts, and warehouse-specific goods lifts, adapting to the safety needs of goods lifts with different load levels and different use scenarios. Second, refine the safety requirements for the design and manufacture of goods lifts, formulate special design guidelines for the heavy load conditions, frequent start and stop, and complex use environments of goods lifts, and clarify the mandatory standards for mechanical strength, safety factor, and load test of the car, hoistway, door system, drive system, and suspension system. Third, upgrade the safety requirements of the door system, refine the mandatory standards for mechanical strength, impact resistance, locking device and safety protection of the landing door and car door of goods lifts, and add the performance requirements for obstacle detection and heavy load deformation prevention of the door system. Fourth, add the functional safety requirements for goods lifts, clarify the safety integrity level (SIL) requirements of electronic safety systems, overload protection devices and limit devices, and standardize the redundant design, fault monitoring and type test process of electronic safety components. Fifth, refine the whole process specification of installation and acceptance, clarify the standardized process of quality control, on-site inspection, load test and safety verification during the installation of goods lifts, and improve the qualification criteria for delivery and use. Sixth, add the requirements for the transformation and upgrading of in-use goods lifts, and formulate special technical specifications and acceptance criteria for the safety upgrading and transformation of existing goods lifts. After its release, the standard will become a mandatory compliance basis for the market access of goods lifts in EU countries, comprehensively improving the safe operation level of goods lifts in the EU.
