NDRC and MOF: Old Elevator Renewal Subsidies Issued by Differentiated Grades Based on Floors/Stops
Core of the new policy:
① Grading subsidy standards: 7 floors and below 30,000 RMB/unit; 8–15 floors 50,000 RMB/unit; 16 floors and above 70,000 RMB/unit; installed elevators follow the same;
② Fund superposition: can apply for central subsidy + local subsidy + maintenance funds simultaneously, maximum subsidy ratio reaches 70%;
③ Simplified application: simplified from "owner application, street review, municipal approval" to "online application, one-click review, direct to owner account";
④ Strengthened supervision: subsidy funds earmarked, full audit, after transformation must pass supervision inspection and obtain use registration certificate.
The policy is expected to leverage a 100-billion-level old elevator renewal and installed elevator market, with national subsidy scale exceeding 30 billion RMB in 2026–2028, accelerating urban old community renovation and elevator safety upgrade.
