On January 8, 2025, the Ministry of Municipal and Rural Affairs of Saudi Arabia, together with the Saudi Standards, Metrology and Quality Organization (SASO), officially issued the New Regulations for the Safety and Operation Management of Elevators and Escalators in Saudi Arabia. Based on the urban development plan of Saudi Arabia's 2030 Vision, it comprehensively upgraded the requirements for market access, safety control, operation management, green energy saving of elevator products in Saudi Arabia. The core contents of the new regulations include: First, upgrade the market access control requirements, clarify that all elevator products entering the Saudi market must comply with the latest mandatory standards of SASO, obtain the GCC Gulf Conformity Certification, add mandatory requirements for type tests of core elevator components, and non-compliant products are prohibited from being imported and sold. Second, strengthen the full life cycle safety control of elevators, clarify the full chain safety responsibilities of elevator manufacturers, installation units, maintenance units and user units, mandatorily promote the elevator digital traceability system, and all newly installed elevators must be connected to the national elevator safety supervision platform of Saudi Arabia. Third, add mandatory green energy saving requirements, clarify that all newly installed elevators in public buildings in Saudi Arabia must reach the highest energy efficiency level, encourage energy-saving transformation of existing elevators, and support special subsidy policies for energy-saving transformation. Fourth, strengthen the barrier-free design requirements, clarify that all newly installed elevators in public buildings and residential buildings must be equipped with complete barrier-free facilities, and elevators in existing buildings must complete barrier-free transformation before 2030, to adapt to Saudi Arabia's urban barrier-free construction plan. Fifth, upgrade the maintenance management requirements, clarify that elevator maintenance units must obtain the qualification license issued by the Saudi official, maintenance personnel must work with certificates, and mandatorily require that elevators must carry out at least 1 routine maintenance every month and 1 comprehensive inspection every six months. The new regulation has a 6-month transition period and was officially implemented on July 8, 2025.
