China Issued National Standard GB/T 46300-2025 Specification for Elevator Emergency Rescue
On October 12, 2025, the State Administration for Market Regulation and the Standardization Administration of China officially issued the national standard GB/T 46300-2025 Specification for Elevator Emergency Rescue, which will be officially implemented on May 1, 2026. This standard is the first special national standard in the field of elevator emergency rescue in China. The core contents include: First, clarify the scope of application of the standard, covering all types of equipment such as passenger elevators, freight elevators, escalators, moving walks, home elevators, and special elevators, applicable to the whole scene emergency rescue work such as elevator entrapment, failure, and emergencies. Second, establish an elevator emergency rescue management system, clarify the division of responsibilities of user units, maintenance units, regulatory authorities, and emergency rescue agencies, and establish a hierarchical response and coordinated emergency rescue management mechanism. Third, refine the hierarchical response standards for elevator emergency rescue. According to the risk level, scope of influence, and personnel trapped situation of elevator emergencies, the emergency rescue is divided into four grades: general, relatively large, major, and particularly major, and differentiated response processes and disposal requirements are formulated for different grades. Fourth, standardize the whole process operation requirements for elevator entrapment rescue, formulate a standardized operation process for alarm response, on-site disposal, safe rescue, personnel comfort, and post-event investigation, and clarify the rescue methods and safe operation guidelines for different types of elevators. Fifth, upgrade the requirements for emergency rescue equipment and facilities, clarify the configuration standards for emergency rescue equipment, tools, and protective equipment that must be equipped by maintenance units and user units, and standardize the design and inspection requirements for elevator emergency alarm devices, emergency lighting, and emergency power supplies. Sixth, add special specifications for emergency rescue of escalators and moving walks, and formulate a special emergency disposal process and safe operation guidelines for emergencies such as personnel falls, foreign object jams, and equipment failures of escalators and moving walks. Seventh, standardize the requirements for emergency rescue training and drills, clarify the training content, assessment standards, and continuing education and training requirements for emergency rescue personnel, and formulate the frequency, content, and evaluation guidelines for emergency rescue drills. Eighth, standardize the management requirements for emergency rescue documents and records, and clarify the preparation, archiving and traceability requirements for emergency rescue plans, rescue records, drill reports and training files. The release of this standard fills the gap of unified national standards in the field of elevator emergency rescue in China, and comprehensively improves the standardized level of elevator emergency rescue in China.
