China Elevator Association Released the Three-Year Action Plan for Eliminating Mineral Powder Counterweights in the Elevator Industry
This plan is formulated by the China Elevator Association in conjunction with the National Technical Committee for Elevator Standardization of China, based on the potential safety hazards such as insufficient strength, easy corrosion and cracking, and unbalanced coefficient of mineral powder counterweights exposed in long-term use, combined with the analysis of national elevator safety accident data in the past 5 years. It is the first industry-wide elimination specification for core component materials in China's elevator industry. The core contents of the plan include: first, clarifying the phased elimination objectives. In the first stage (January 1, 2025 - December 31, 2025), mineral powder counterweights will be completely banned in new elevators produced nationwide, and cast iron or high-density concrete counterweights will be mandatory promoted, requiring the material specific gravity ≥ 4.5t/m³ and passing 2 million fatigue tests; in the second stage (January 1, 2026 - December 31, 2027), complete the transformation and replacement of mineral powder counterweights in public places and high-flow in-service elevators nationwide; in the third stage (January 1, 2028 - December 31, 2028), complete the safety assessment and transformation replacement of mineral powder counterweights in residential existing elevators nationwide, achieving full elimination in the whole industry; second, clarifying the safety technical standards, stipulating that the replaced counterweights must have anti-falling and anti-moving structures, the anti-corrosion grade of the metal cladding layer is not lower than C5 level, and clarifying the whole-process technical specifications for the design, production, inspection and installation of counterweights; third, establishing a supporting supervision mechanism, including the ban and replacement of mineral powder counterweights into the mandatory inspection items of elevator supervisory inspection and periodical inspection. If newly installed elevators use mineral powder counterweights, they will not pass the supervisory inspection and shall not be put into use; if in-service elevators fail to complete the transformation as required, the periodical inspection will be judged as unqualified; fourth, promoting the technological upgrading of the industry, encouraging counterweight manufacturers to develop high-performance, environment-friendly and recyclable counterweight materials, and improving the relevant group standards and national standard system. According to industry estimates, after the implementation of this plan, more than 30% of elevator accidents caused by counterweight system failures can be reduced, comprehensively improving the intrinsic safety level of Chinese elevator products. At the same time, it will also promote the material technology upgrading of China's elevator core components, and further enhance the quality competitiveness of Chinese elevator component products in the global market.
