SAMR Issued the Special Rectification Action Plan for the Order of the Elevator Maintenance Market (2025-2027)
This plan is an important supporting implementation document of the Three-Year Action Plan for Elevator Safety Foundation Consolidation, covering all elevator maintenance units and in-service elevator maintenance business nationwide. The plan sets three core objectives: first, by the end of 2027, comprehensively curb the low-cost vicious competition in the elevator maintenance market, and eliminate illegal and irregular acts such as bidding below cost, yin-yang contracts and false maintenance; second, realize 100% licensed operation rate of elevator maintenance units, 100% certificate holding rate of maintenance personnel, and the standardized implementation rate of maintenance projects reaches more than 98%; third, establish a long-term supervision mechanism for the elevator maintenance market, and form a trinity maintenance market supervision system of "credit supervision, intelligent supervision and social supervision". The plan clarifies six key rectification tasks: first, severely crack down on low-cost vicious competition, explicitly prohibit acts that disrupt market order such as bidding below cost, signing yin-yang contracts, and setting up technical barriers, establish a cost accounting and price monitoring mechanism for elevator maintenance projects, and carry out key supervision and law enforcement inspection on units suspected of low-cost vicious competition; second, strictly investigate unlicensed maintenance and over-range maintenance, comprehensively check the qualifications of elevator maintenance units and the certificate holding of personnel, and impose severe penalties on units that carry out maintenance business without a license or beyond the scope according to law, and revoke relevant qualifications; third, rectify the problems of false maintenance and inadequate maintenance, relying on the national elevator intelligent supervision platform, carry out whole-process verification of maintenance records, on-site operation videos, and emergency rescue response, and severely crack down on illegal and irregular acts such as forging maintenance records and missing maintenance items; fourth, standardize the management of maintenance contracts, promote the national unified model text of elevator maintenance contracts, clarify the maintenance content, maintenance frequency, maintenance standards, rights and obligations of both parties, and prohibit the signing of overlord clauses that exempt or reduce the safety responsibility of maintenance units; fifth, strengthen the credit supervision of maintenance units, establish a credit evaluation system for elevator maintenance units, implement hierarchical and classified supervision according to credit ratings, implement joint punishment for untrustworthy units, list them in the abnormal business list, and publicize them to the society; sixth, improve the professional ability of maintenance personnel, promote maintenance units to establish a normalized training mechanism, strictly implement the certificate holding system for maintenance personnel, carry out full-coverage skill training and assessment every year, and improve the professional skills and sense of responsibility of maintenance personnel. The plan clarifies the implementation in three stages: 2025 is the investigation and rectification stage, carrying out a comprehensive investigation of the national elevator maintenance market, establishing a problem ledger, and focusing on investigating and dealing with a number of typical illegal and irregular cases; 2026 is the standardization and improvement stage, improving the long-term supervision mechanism, promoting advanced maintenance models, and comprehensively improving the standardized level of the maintenance industry; 2027 is the consolidation and deepening stage, fully consolidating the rectification results, and forming a healthy, orderly and fair competitive elevator maintenance market environment. The implementation of this plan has comprehensively standardized the order of China's elevator maintenance market, built a solid line of defense for elevator operation safety from the maintenance link, and also promoted the standardized and normalized development of China's elevator maintenance services, providing a standardized system support for the export of China's elevator maintenance services.
