Hubei Province issued the Elevator Safety Regulations, effective from July 1st, 2025. The regulations cover the whole process including production and operation, usage management, maintenance and inspection, with a special chapter on elevator installation in existing residences: application shall be made by unit, requiring more than two-thirds of owners in terms of exclusive area ratio and number to participate in voting, and implementation shall be approved by more than three-fourths of participating owners. It clarifies that negotiation on construction, management, maintenance and fund raising shall be conducted before installation, providing a comprehensive legal guarantee for elevator safety management across the province.
