Core contents of the regulations: First, mandatory requirements for full coverage of mobile phone signals, clarifying that elevators in new residences and public buildings must simultaneously build 2G/3G/4G/5G signal coverage facilities of the three major operators, and be accepted and delivered for use simultaneously with elevators; existing elevators must complete mobile phone signal coverage transformation before the end of 2027, led by user units and implemented in cooperation with communication operators, and the transformation costs are borne jointly by user units and communication operators; Second, strengthened user unit responsibilities, clarifying that elevator user units are fully responsible for the safe operation of elevators, must equip full-time elevator safety managers, establish elevator safety technical files, inspect elevators daily, and dispose of elevator faults and trapped events in a timely manner; Third, strengthened supervision of maintenance units, requiring elevator maintenance units to set up fixed business premises and 24-hour maintenance service points in Taiyuan, maintenance personnel must hold certificates, and maintain elevators at least once every 15 days. Maintenance records must be true, accurate and complete; Fourth, safety credit management system, establishing an elevator safety credit management system, conducting credit evaluations on elevator user units and maintenance units, implementing credit hierarchical supervision, imposing joint punishments on dishonest units, and publicizing dishonesty information to the society; Fifth, improved emergency rescue system, establishing a unified city-wide elevator emergency rescue platform, integrating elevator maintenance units, fire rescue teams and social rescue forces to realize rapid rescue of trapped elevators. Maintenance units must respond within 5 minutes and arrive at the scene for disposal within 30 minutes after receiving trapped alarms.
