New Vietnam Customs Elevator Import Regulations Implemented in July 2026, Mandatory Requirements for Certificate of Origin Upgraded
Core changes of the new regulation: First, mandatory upgrade of certificate of origin, imported elevators and safety components must provide a certificate of origin issued by the official agency of the exporting country. The certificate must include detailed product information, raw material sources, production and processing processes, and origin standards. Certificates of origin issued only by commercial institutions will not be recognized, and goods without official certificate of origin will not be cleared; Second, tightened origin verification, Vietnam Customs will implement 100% origin verification on imported elevator products, focusing on verifying the production and processing links and raw material sources of the products to ensure that the products comply with the RCEP origin rules. Chinese exported elevator products must meet the requirement of regional value content of no less than 40% to enjoy RCEP zero tariff treatment; Third, entrepot trade control, it is prohibited for third-country products to use Chinese certificate of origin to enjoy RCEP tariff preferences after transiting, changing containers and repackaging through Vietnam. Once verified, the goods will be directly returned, and the relevant enterprises will be included in the customs blacklist, and prohibited from engaging in Vietnam's import and export business within 3 years; Fourth, upgraded customs inspection, Vietnam Customs list elevators and safety components as key inspection commodities. Each batch of goods must be unpacked for inspection to check the consistency of product model, specification, origin information and declaration information. At the same time, samples are sent to the Vietnam Quality and Technical Supervision Bureau for quality inspection. Goods that fail the inspection will be directly returned; Fifth, importer qualification requirements, Vietnamese enterprises importing elevators must obtain the elevator import business qualification issued by the Vietnam Ministry of Industry and Trade, have fixed business premises, after-sales maintenance teams, and technical personnel. Enterprises without qualifications are not allowed to engage in elevator import business, and the maximum fine for illegal import is 50% of the goods value.
