Core contents of the regulations: First, legal compensation mechanism, clarifying that the owners benefiting from the installation of elevators shall give reasonable economic compensation to the low-rise owners on the 1st-3rd floors affected by lighting, ventilation and noise. The compensation standard shall be determined by the owners through negotiation. If the negotiation fails, the evaluation result issued by a third-party evaluation agency can be referred to. The regulations clarify the minimum reference standard for compensation: the compensation for owners on the 1st floor is not less than 8% of the total cost of elevator installation, the 2nd floor is not less than 5%, and the 3rd floor is not less than 2%; Second, optimized voting rules, in accordance with the provisions of the Civil Code, the project can be implemented if owners with more than two-thirds of the exclusive area and more than two-thirds of the number of owners in the unit participate in the voting, and more than three-quarters of the exclusive area and more than three-quarters of the number of participating owners agree. It is forbidden to hinder the installation of elevators with "one-vote veto"; Third, upgraded financial subsidy, 100,000 yuan/unit for 4-storey residences, 10,000 yuan increase for each additional floor, up to 180,000 yuan/unit. The subsidy funds are borne by the municipal and district finance 50% each. At the same time, it supports the withdrawal of housing provident fund and special residential maintenance funds to pay for the installation cost; Fourth, simplified approval process, implementing "one-window acceptance, joint review, parallel approval, and time-limited completion", the approval time limit is compressed to 15 working days, and eligible projects can be exempted from applying for construction project planning permits; Fifth, conflict mediation mechanism, sub-districts and communities set up mediation studios for elevator installation conflicts, establish a three-level linkage mechanism of "community mediation, administrative mediation, judicial mediation", coordinate interest differences between high and low floor owners, and provide legal aid.
