Core changes of the new regulation: First, regulation application adjustment, escalators and moving walks are adjusted from TR CU 010/2011 mechanical equipment safety regulation to TR CU 011/2011 elevator safety technical regulation control, and safety requirements are fully upgraded; Second, mandatory certification mode, the conformity declaration (DoC) mode is cancelled. All escalator products must undergo type test + factory audit by the authorized notified body of the Eurasian Economic Union, and issue EAC certificate of conformity (CoC); Third, tightened test requirements, must comply with GOST R 54765-2026 Safety Requirements for Manufacture and Installation of Escalators and Moving Walks, add fire protection, earthquake resistance, EMC electromagnetic compatibility, hazardous substance control test items, which must be completed in local laboratories of the Eurasian Economic Union; Fourth, strengthened factory audit, enterprises applying for certification must pass the annual factory audit, which covers the whole process of design, procurement, production and quality inspection, and the validity period of the certificate is shortened from 5 years to 3 years; Fifth, upgraded market supervision, the customs list escalators as key inspection commodities. Products without certification will be directly returned. Enterprises selling in violation of regulations will be fined up to 20% of the value of goods. Those with serious circumstances will be blacklisted and prohibited from entering the Eurasian Economic Union market within 5 years.
