On February 28, 2026, the Japanese Diet officially passed the revised bill of the Elevator Safety Management Law, aiming to further strengthen the safety management of old elevators and prevent accidents. Core contents of the revised bill: First, upgraded assessment cycle, elevators in residential and public buildings used for more than 20 years must conduct a comprehensive safety assessment every year; elevators used for more than 30 years must conduct an assessment every six months. The assessment content includes structural safety, safety devices, electrical systems, emergency capabilities, etc.; Second, assessment subject, third-party institutions certified by the Japan Elevator Association are responsible for the assessment, and assessors must have professional qualifications; Third, rectification and shutdown, elevators that fail the assessment must be rectified by the user unit within 3 months; elevators that still fail after rectification will be forced to stop using and scrapped; Fourth, information disclosure, the results of elevator safety assessment must be prominently displayed at the elevator and reported to the Japan Ministry of Land, Infrastructure, Transport and Tourism for social supervision; Fifth, penalty measures, user units that fail to conduct assessments, rectify or shut down non-compliant elevators as required will be subject to a maximum fine of 10 million yen. After the implementation of this revised bill, the safety management of old elevators in Japan will be more stringent, effectively improving elevator operation safety.
