On June 18, 2024, the Federal Service for Technical Regulation and Metrology (Rosstandart) of Russia officially issued the Revised Technical Regulations for the Safety of Elevator Equipment. This regulation is a unified technical regulation of the Eurasian Economic Union (EEU), applicable to five member states including Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan. The new regulation officially entered into force on January 1, 2025, replacing the 2016 version of the old regulation. The core contents of this revision include: First, update the core safety requirements of elevator equipment, improve the relevant technical specifications of elevator mechanical safety, electrical safety, fire safety and noise control, revise the design and test requirements of traction system, braking system and safety protection device, and be compatible with the core clauses of ISO 8100 international standard; Second, strengthen the EAC certification compliance requirements, clarify that elevator and core safety component products entering the Eurasian Economic Union market must pass the mandatory EAC certification, add factory inspection requirements for core components. The certification body needs to conduct on-site audit on the manufacturer's production site and quality control system, and only after passing the audit can the certification certificate be issued. The validity period of the certificate is shortened from 5 years to 3 years; Third, add supply chain traceability management requirements, requiring elevator manufacturers to establish a full supply chain traceability system for core components, clarify the whole process information such as manufacturers, origin, quality inspection reports of raw materials and parts. Complete traceability documents must be provided during customs clearance, and products that cannot be provided will be prohibited from entering the country; Fourth, improve the elevator installation and maintenance specifications, clarify that units engaged in elevator installation and maintenance business in the member states of the Eurasian Economic Union must obtain special qualifications issued by the regulatory authorities of the member states. After the installation is completed, they must pass the on-site acceptance of the technical regulatory authorities of the member states before handling the use registration; Fifth, strengthen post-market supervision requirements. The technical regulatory authorities of member states will increase the sampling inspection of elevator products on sale in the market. Products that fail the sampling inspection will be forcibly recalled and removed from the shelves. At the same time, illegal manufacturers will be included in the blacklist, and their products will be restricted from entering the Eurasian Economic Union market; Sixth, add relevant technical requirements for smart elevators. For smart elevators with Internet of Things and remote monitoring functions, it clarifies the relevant technical specifications of network security, data security and remote control to ensure the stability and safety of elevator operation. The implementation of this amendment has unified the safety technical standards for elevator equipment in the Eurasian Economic Union, improved the market access and supervision system, and put forward new compliance requirements for elevator export trade from China and other countries to Russia.
