On June 18, 2025, the CEN/TC 10 Technical Committee of the European Committee for Standardization officially issued the new EU standard EN 115-1:2025 Safety rules for the construction and installation of escalators and moving walks, replacing the old 2017 version, which will officially take effect throughout the EU on December 18, 2025, and is the core compliance basis for CE certification of escalators and moving walks in the EU. The core upgrade contents of this standard revision include: First, expand the scope of application of the standard, covering all types of escalators and moving walks such as commercial, public transport, and heavy-duty types, applicable to the whole process of equipment design, manufacture, installation, transformation and inspection. Second, upgrade the safety requirements for steps and pedals, refine the mandatory standards for mechanical strength, fatigue test, and anti-fracture design of steps and pedals, add special requirements for pedal missing detection and automatic stopping function, and clarify that all newly installed equipment must be equipped with pedal missing protection devices from 2025. Third, strengthen the safety protection requirements for handrails, refine the mandatory technical standards for handrail speed deviation monitoring, anti-pinch protection, and belt breakage protection, and add the requirement of automatic shutdown function for foreign object jamming in handrails. Fourth, upgrade the safety requirements of the braking system, refine the design, test and verification guidelines of the service brake and additional brake, and add special requirements for real-time monitoring of braking performance and fault early warning. Fifth, add intelligent monitoring and functional safety requirements, clarify the safety integrity level (SIL) requirements of the intelligent monitoring system for escalators and moving walks, and standardize the technical guidelines for real-time monitoring of equipment operating status, fault early warning, and remote operation and maintenance. Sixth, refine the personnel safety protection requirements, add special safety design requirements for preventing people from falling, reverse running, and children climbing, and standardize the setting standards for sound and light warnings and safety signs. Seventh, upgrade the seismic and fire protection design requirements, and formulate special seismic and fire protection design guidelines for equipment in seismic zones and high fire risk scenarios. Eighth, standardize the equipment maintenance and inspection requirements, refine the standardized specifications for equipment maintenance items, frequency and inspection process, and improve the safety performance evaluation criteria for in-use equipment. After the release of this standard, EU member states need to complete the transformation and implementation of their national standards before December 2025, and all escalator and moving walk products entering the EU market must meet the requirements of this new version of the standard.
