On November 15, 2024, the Ministry of Economic Affairs and Communications of Estonia, together with the Estonian Standards Institute, officially issued the Mandatory Specification for Elevator Digitalization and Intelligent Safety Management, which comprehensively upgraded the digital supervision and intelligent safety control of elevators in Estonia. The core contents include: First, establish a national elevator intelligent supervision platform to realize the whole life cycle digital management, real-time operation status monitoring, fault early warning, emergency rescue linkage, and maintenance record traceability of all elevators. Second, clarify the mandatory digital requirements for newly installed elevators. From May 1, 2025, all newly installed elevators in Estonia must be equipped with an intelligent operation monitoring system and connected to the national elevator intelligent supervision platform to realize real-time upload of operation data, fault information, maintenance records and inspection reports. Elevators that do not meet the standards are prohibited from being installed and used. Third, clarify the time limit for digital transformation of existing elevators. All in-use elevators must complete the installation of intelligent monitoring systems and platform access before 2028, among which elevators with a service life of more than 15 years must complete the transformation before 2027. Elevators that are not completed on schedule are prohibited from continuing to operate. Fourth, refine the intelligent safety requirements for elevators, clarifying that elevators must be equipped with automatic entrapment identification, automatic fault early warning, and automatic operation abnormality monitoring functions, to realize automatic alarm of entrapment events and emergency rescue linkage. Fifth, standardize elevator data security and privacy protection, clarifying that the collection, storage, transmission and use of elevator operation data, maintenance data and personal information must comply with the EU GDPR requirements, and illegal disclosure and abuse of data are strictly prohibited. Sixth, strengthen the digital management requirements for maintenance. All maintenance operations must be recorded through the digital platform to realize the full traceability of maintenance personnel, maintenance time, maintenance items and maintenance results, and false maintenance records are strictly prohibited. Seventh, formulate violation punishment measures. For the responsible subjects who fail to complete the digital transformation, false maintenance, and data violations in accordance with the specifications, they will face an administrative fine of up to 30,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 15, 2025.
