On November 10, 2024, the Department of Housing, Local Government and Heritage of Ireland, together with the National Standards Authority of Ireland, officially issued the Mandatory Specification for Safety Management of Elevators and Escalators, which comprehensively upgraded the maintenance management, emergency rescue and safety control of elevators in Ireland. The core contents include: First, clarify the qualification threshold for maintenance units. All units carrying out elevator maintenance business in Ireland must obtain a special qualification license issued by the Irish official, establish a complete quality management system, and accept official qualification review every year. Second, strengthen the certificate-based employment system for maintenance personnel. All elevator maintenance personnel must pass the dual theoretical and practical assessments of the Irish official, obtain a national maintenance qualification certificate, and complete no less than 30 hours of continuing education and training every year. Third, refine the maintenance frequency and project standards, clarifying that passenger elevators carry out routine maintenance once every 14 days, freight elevators carry out routine maintenance once a month, and escalators carry out routine maintenance once every 10 days, and formulated 120 standardized maintenance items and acceptance criteria. Fourth, upgrade the emergency rescue requirements, clarifying that the elevator emergency alarm device must respond effectively 24 hours a day, the elevator entrapment alarm must be responded within 5 minutes and handled on site within 20 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 4 emergency rescue drills every year. Fifth, standardize the requirements for elevator remote monitoring, clarifying that from May 1, 2025, all newly installed elevators must be equipped with a remote monitoring system, and existing elevators must complete the installation of the remote monitoring system before 2028. Sixth, formulate violation punishment measures. For units that fail to carry out maintenance in accordance with the specifications or fail to handle emergencies effectively, they will face an administrative fine of up to 30,000 euros, and the qualification license will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 10, 2025.
