On October 26, 2024, the State Administration for Market Regulation and the Standardization Administration of China officially issued the national standard GB/T 44843-2024 Specifications for safety estimation of existing escalators and moving walks, which was officially implemented on the date of issuance. This standard is the first special national standard in the field of safety assessment of in-use escalators and moving walks in China. The core contents include: First, clarify the scope of application of the standard, covering all in-use commercial, public transport, heavy-duty escalators and moving walks, applicable to the safety assessment of escalators and moving walks with a service life of more than 10 years, those that have had safety accidents, have undergone major transformations, and have undergone major changes in service conditions. Second, establish a safety assessment classification system. According to the service life, use scenario and safety risk level of the equipment, the safety assessment is divided into three grades: routine assessment, special assessment and comprehensive assessment, and the scope and cycle requirements of different grades are clarified. Third, refine the content and items of safety assessment, and formulate 12 categories and 86 standardized assessment items including data review, on-site inspection, performance test, load test and safety component verification, covering the whole dimension of equipment body, safety protection device, electrical system, structural components and control system. Fourth, standardize the safety assessment methods and processes, clarify the whole process standardized requirements for data review, on-site investigation, test verification, risk analysis, grade evaluation and report preparation, and formulate risk classification judgment criteria. Fifth, clarify the assessment conclusions and disposal requirements. According to the assessment results, the equipment safety level is divided into three grades: qualified, basically qualified and unqualified, and the disposal requirements for rectification, repair, transformation and scrapping corresponding to different grades are clarified. Sixth, standardize the requirements for assessment institutions and personnel, clarify the qualification conditions, personnel capability requirements and quality management system requirements of safety assessment institutions, to ensure the professionalism and impartiality of the assessment work. The release of this standard fills the gap of unified national standards for safety assessment of in-use escalators and moving walks in China, and comprehensively improves the safety management level of escalators and moving walks in China.
