On November 15, 2024, the Ministry of Climate Action of Austria, together with the Austrian Standards Institute, officially issued the Mandatory Management Specification for Elevator Energy Efficiency and Carbon Neutrality, which comprehensively upgraded the energy efficiency control, energy-saving transformation and green certification of elevators in Austria. The core contents include: First, formulate mandatory energy efficiency requirements for newly installed elevators, clarifying that from May 1, 2025, all newly installed elevators in Austria must reach the highest EU energy efficiency grade of A+++, and meet the Austrian carbon neutral building standards. Elevators that do not meet the standards are prohibited from being installed, sold and used. Second, clarify the energy-saving transformation requirements for existing elevators, requiring that in-use elevators with a service life of more than 10 years must complete energy-saving transformation before 2030, with the energy efficiency grade reaching A+ and above, and elevators that do not meet the standards are not allowed to continue operation. Third, establish a whole life cycle carbon footprint control system for elevators, clarifying that all newly installed elevators must complete the whole life cycle carbon footprint accounting, obtain official carbon footprint certification, and the accounting data must be completely traceable. Fourth, supporting incentive policies, giving a maximum financial subsidy of 30% and tax relief to elevator user units that complete energy-saving transformation in advance and reach the highest energy efficiency grade. Fifth, strengthen supervision and punishment measures. For elevators that do not meet the energy efficiency requirements, they will face an administrative fine of up to 30,000 euros, and continuous violations will be subject to superimposed penalties. Sixth, standardize the management of elevator energy efficiency labels, requiring all elevators to publicize the energy efficiency grade and carbon footprint information in a prominent position in the car, and accept public supervision. The new regulation has a 6-month transition period and was officially implemented on May 15, 2025.
