On July 8, 2024, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan officially issued the Amendment to Building Barrier-Free Design Standards, which comprehensively upgraded the requirements for barrier-free and aging-adaptive design in the elevator field, and is the largest revision of Japan's elevator barrier-free regulations in the past 10 years. The core contents of this revision include: first, mandating that newly installed elevators in public buildings must be equipped with barrier-free facilities such as voice announcement, Braille buttons, and handrails in the car, and elevators in existing buildings must complete barrier-free transformation before 2030; second, relaxing the minimum size requirements of elevator cars, clarifying the minimum car width and depth standards for wheelchair access, to meet the use needs of the elderly and the disabled; third, strengthening the reliability requirements of the elevator emergency call system, clarifying that the emergency call device must be equipped with two-way voice call function, and must be linked to the 24-hour on-duty center; fourth, adding aging-adaptive design requirements, clarifying the mandatory standards for the height of the operation panel in the car, the size of the buttons and the font size, to improve the convenience of use for the elderly. The amendment was officially implemented on April 1, 2025, and is applicable to elevators in all public and residential buildings in Japan.
