This specification is led and formulated by the Ministry of Housing and Urban-Rural Development (MOHURD), and is a supporting technical standard for the Opinions of the State Council on Accelerating the Development of Indemnificatory Rental Housing and the Implementation Plan for Urban Renewal Actions. It is applicable to the whole process management of engineering design, construction and installation, acceptance and filing, operation and maintenance of elevator installation in existing residential buildings nationwide. The core contents of the specification include: first, unifying the design standards for elevator installation in existing residential buildings, and clarifying the core technical indicators of elevator shaft design, structural safety, earthquake resistance and fire protection for residential buildings with different building structures, building ages and site conditions, filling the gap of inconsistent local standards before; second, standardizing the construction and acceptance process of elevator installation, clarifying the qualification requirements of construction units, construction safety control, and core standards for completion acceptance, and strengthening the whole process control of project quality; third, clarifying the operation and maintenance management requirements of the installed elevators, and establishing a whole life cycle management mechanism for elevator property right division, maintenance responsibility, emergency rescue, renewal and transformation; fourth, putting forward special requirements for green energy saving, intelligent transformation and barrier-free design of the installed elevators, adapting to the livelihood needs of old community transformation. The implementation of this specification will promote the large-scale and standardized development of China's elevator installation market in existing residential buildings. It is estimated that the new scale of China's elevator installation market in existing residential buildings will exceed 200,000 units from 2026 to 2027. At the same time, it will also drive the technical upgrading and export growth of China's small-tonnage residential elevators, barrier-free elevators, and modular elevator installation products, providing Chinese technical solutions and standard references for the global elevator installation market in old buildings.
