Core changes of the new regulation: First, mandatory implementation of dual certificate system, export enterprises need to obtain SNICOC product compliance certificate first, then apply for SPPT market access certificate. Only with complete dual certificates can they clear customs, canceling the original single certificate simplified mode; Second, mandatory localization requirements, export enterprises must set up an official recognized local authorized representative in Indonesia, responsible for product compliance, after-sales, complaint handling and market supervision docking. Enterprises without local representatives cannot apply for certification; Third, trademark registration pre-positioning, the product trademark applying for certification must be registered in Indonesia 18 months in advance, and certification applications for unregistered trademarks will not be accepted; Fourth, tightened test requirements, the complete elevator and core safety components such as safety gear, speed limiter and buffer must complete type tests in local laboratories accredited by Indonesian BSN, and test reports from overseas laboratories are not accepted; Fifth, full coverage of factory audit, enterprises applying for certification for the first time must pass the initial factory audit, the certificate is valid for 3 years, annual supervision audit must be conducted every year with 100% audit coverage, and certificates that fail the audit will be revoked immediately.
